Those larger cities are very attractive and easy to get to, but they are also very expensive, both in terms of venues and also attendee expense (hotels, food). You may want to consider smaller cities such as Lyon, Krakow, or Dusseldorf, which, spending on the city, may be cheaper.
Timing will be key, too. Doing an event in June, during high season, is also making things more expensive.
