Description:
*Preconditions:*
# Edge node is in stopped/stopping/starting statuses
# Any notebook is in stopped status
*Steps to reproduce:*
# Go to Administration section to Resources page
# Click on the gear many for stopped notebook
# Start option is enabled
*Actual result:*
# Go to Administration section to Resources page
# Click on the gear many for stopped notebook
# Start option is disabled
# A hint appears: 'Unable to start notebook if edge node is not running' if
user hover mouse over the Start action

(i) For all user we have Run action and for administration we have Start
action. The result is the same but names are different. So, we have to select
only one name to obtain consistency.
It was decided to change from Run to Start on Resources page.

to [https://...com/#/resources|https://..../]
