I can't see the image.
Presumably you have modified shiro.ini?
If it is as per the instructions in that file, the password only applies
to admin operations.
Password for everything would be setting /**= to authBasic.

ps: on the new fuseki UI it's not prompting for username and password
even if set at load time. only when creating a dataset the login
prompt shows up. it's not intuitive.
if not logged in it still shows the UI but one can't create a dataset
