I think we are going on the practice which says that only releases voted to be GA should be put on the iBiblio repository. Struts 1.1 is the last version to have that blessing.

Struts 1.2.1 is available from the "nightly-builds" Apache repository at http://cvs.apache.org/repository/struts/jars/

Any Maven project can use more than one remote repository, by specifying the property "maven.repo.remote" as a comma-separated list of repository roots. This is usually appropriately set in a "project.properties" file in the root of a project, and in fact, you can look at the Struts project.properties file for an example which uses both the iBiblio repository and the Apache nightly-builds repository.

Hope this helps; I was out of town for a week, but as far as I can tell, no one has cut a newer release than 1.2.1 and there is no newer GA release that should go on iBiblio yet.
