I've been down that road, and would not want to repeat that experience. It's painful and problematic, to say the least. So I am very strongly against encouraging the use of action chaining by explicitly providing support for it in Struts. If you think you want action chaining, then I would strongly encourage you to look at struts-chain (in the contrib directory for now).
