I put something together <https://pagure.io/fweimer/nss_dynpid> It avoids the need to edit /etc/passwd to support dynamic user IDs for PID 1. Security consequences are quite unclear at present. But perhaps those dynamic user IDs are best addressed at the container runtime level.
