Because they still have a main admin?
If that main admin was "orphan", you would not see that button.

And in the case of these two packages:
- publican-fedora has not been orphaned nor retired
https://src.fedoraproject.org/rpms/publican-fedora/
https://pdc.fedoraproject.org/rest_api/v1/component-branches/?global_component=publican-fedora&type=rpm&name=rawhide

- gdesklets has not been orphaned but seems to have been retired
https://src.fedoraproject.org/rpms/gdesklets/
https://pdc.fedoraproject.org/rest_api/v1/component-branches/?global_component=gdesklets&type=rpm&name=rawhide

We have a cron that runs monthly and orphans all packages that have been
retired. 
Looking at its last run, it should have processed gdesklets:
> - Orphaning rpms/gdesklets from sergiomb
> - Removing access on rpms/gdesklets to sergiomb

I'll try to debug why it did not.
