OK I was able to replicate it. My apologies I had a 'local' local on the machine I was 'duplicating' and my laptop had a [local] name=local baseurl=https://kojipkgs.fedoraproject.org/repos/epel8-build/latest/$basearch/ cost=2000 enabled=0 skip_if_unavailable=False
so the laptop broke while the buildbox worked.
