Since SSTV would be "image," it can operate on the phone portions of the 
bands, whether digital or analog modulation. The same thing holds true 
with digital voice or analog voice since they are both "phone" and have 
equal status.  At least the FCC has been clear on that. They also were 
clear on allowing image on the CW/Data portions of the bands as long as 
the bandwidth does not exceed 500 Hz.

What they are not clear on is whether exisiting wide band modes can 
continue to operate on the CW/Data portions of the bands. Some say that 
the R&O says no. The Winlink 2000 spokesperson seemed to suggest that he 
has inside information that wide bandwidth modes such as Pactor 3 will 
still be able to operate. When I read the FCC R&O, it find comments in 
the document that seem to be saying things either way.

Here is a more significant issue:  Just because you can do something, 
doesn't necessarily mean you should do it. How many of us will continue 
to operate wide bandwith digital modes in the CW/Data areas? Especially, 
80 and 40 which lost so much bandwidth for CW/Data?
