technically Canada allows voice on 14070, or anywhere else for that matter.

 

in practice hams here follow the region 2 bandplan, although not mandatory

 

suspect there are a number of other countries who do not specifiy mode

Do any of the IARU regions allow voice on 14070? I ask, because around 
1800EST, there was a S9+10 signal around this frequency. I wasn't in the 
same room as the rig, but was able to confirm (by turning the rig WAY 
UP and getting the XYL really mad!!) that it was voice, language not 
determined. I wonder if this was an interloper? Anyone else hear it?
