It is just that GRC neglects to generate code to call connect() for this case. I reported the bug as #2950 <https://github.com/gnuradio/gnuradio/issues/2950> and there is a fix that has not been merged, #3007 <https://github.com/gnuradio/gnuradio/pull/3007>.
