The definition of “routine test” (in IEC 62368-1, Ed. 4) includes the phrase 
“…each individual device…”  In my opinion, this phrase rules out anything less 
than 100% tests.

 

3.3.6.17

routine test

test to which each individual device is subjected during or after manufacture 
to ascertain

whether it complies with certain criteria

 

Of course, if your product is certified, you can negotiate with the certifier.
