I am the maintainer that pushed the LibRaw-0.17.1-3.el7

LibRaw-0.14.8-5.el7.20120830git98d925  does exists in 
@rhel-7-workstation-htb-rpms
However, since @rhel-7-workstation-htb-rpms is not in the list in 

https://fedoraproject.org/wiki/EPEL/FAQ#Does_EPEL_replace_packages_provided_within_Red_Hat_Enterprise_Linux_or_layered_products.3F

So you will not able to BuildRequires LibRaw and LibRaw-devel because koji is 
unable to find it.
