date -v +1H
It displays the correct date only immediately after that command. If I type in date right after that the time returns to the wrong time, one hour behind the real time.
Could it be a daylight savings setting someplace?
Any other ideas?

return? If it's not '-1' then either you need to reboot to bring that
rc.conf setting into effect or you need to work out what is overriding
the usual mechanisms for setting securelevel in your boot process.
