I'm trying to upgrade any port with portmanager because portupgrade keeps
failing all the time. No matter what port I try to upgrade I get this error:

sudo portmanager x11/xterm -l -u
According to the man page you don't need the -u when doing a single port, see EXAMPLES.

I want it to do the same thing that 'portupgrade -R whateverport' does

What happens if you run as root

# portmanager x11/xterm -l

?
What version of portmanager are you using?

# portmanager -v
