Looking at the project notification settings ( https://issues.apache.org/jira/plugins/servlet/project-config/YUNIKORN/notifications ), only issue creation, resolution, close, reopen get sent to dev@, not every jira notification. I think this is reasonable. I'm also fine having it more restricted though.
