The user always has the right to use the -j option if he wants to. This is either a "make" bug or a GMP bug. I can see that at least GMP 6.1.2 is buggy: it does not have the .NOTPARALLEL target. From the "GNU Make" manual: '.NOTPARALLEL' If '.NOTPARALLEL' is mentioned as a target, then this invocation of 'make' will be run serially, even if the '-j' option is given. Any recursively invoked 'make' command will still run recipes in parallel (unless its makefile also contains this target).
