Sure. Wiki is fine.

I wasn't aware that it was country-specific, which certainly affects its proper placement. Probably that detail would be useful--as in, "Here is a quick how-to for managing GST in Genovia. It may also prove useful for other jurisdictions, such as Latveria and Wakanda."

I agree with you and disagree with David and Frank about putting articles like 
that in the guide. The Wiki is the right place for it. Add a link to 
https://wiki.gnucash.org/wiki/Using_GnuCash to help make it discoverable.
