Hi Graham.

There's some code I wrote at https://gitlab.com/saxicola/hmrc_self_submit it 
may be useful as a starter hint.

The cpp stuff never got very far but the python test code to submit earnings 
worked with their sandbox.
I never got into the VAT part. And I've done nothing since the last commit.

Their API has changed a little since I last tested it.
