I believe it was a follow up to https://bugs.debian.org/903163, messages ≥160 in particular. TL;DR: for smartcard usage (decryption in our case) at initramfs stage we need a public keyring containing the relevant public key(s), and copy it into the initramfs image. Cheers, -- Guilhem.
