Did you click on the gear wheel icon in SDR# (after clicking on the play icon) and turn up the gains ? ( Best of leave the RF amplifier disabled, unless you live in the middle of nowhere - https://github.com/mossmann/hackrf/wiki/HackRF-One#receive-power )
