Or another approach, if you are already filtering out and reviewing RACF SMF records: Create a suitable RACF PROGRAM profile for each of the programs with UACC READ but with READ auditing enabled. This will also catch any invocation of the programs by other programs, which includes TSO usage, and not just the usage by direct PGM reference on an EXEC statement.
