Yep... The solution depends on where you have your IMail database: registry or external database. For the registry, there is a key value that can be modified to make the user an admin. For an external database, there's a similar flag in a database field.
I've forgotten the exact bit mask for the user flag, but there's an article on it in the IMail knowledgebase.
