Jim, coincidentally, we have just about 200 users. What is the motivation to move to 2007? Was 2003 stable?

Managing/maintaining Exchange is as "hard" as your configuration is dynamic. If the most that occurs is adding and removing users, and "mailing lists" are based on mail enabled distribution groups, it is not really that hard as long as it is properly setup and configured. Most of the administration can be done through ADUC. Where it starts to get harder to manage is when you start having multiple administrators and/or different levels of administrators and different policies for different groups of users and users moving around within departments. Basically, the larger the organization the larger the overhead.
