have you checked (windows) firewall and your Virus scanner?
I sometimes got 10054 under heavy load. Maybe you have some malware on
your system or mail scanner from the anti-virus system?
Maybe you run counterspy or spybot S&D to be shure.

what does the logs show during startup?

Disable the Imail SMTP-Service and reboot. check for network activity with 
tcpView
