The documentation is easily misread.  It should really have you enter the 
expected number of recipients, and calculate the value automatically.

What it recommends is not having the *number of processes* (not number of 
recipients per E-mail) be greater than 25.  If you use only 25 recipients 
for a 80,000 user list, that's 3,200 E-mail files that need to be 
processed.  About 30 of those will be processed right away, the other 3,170 
will sit in the queue for at least 1/2 hour before being attempted.

So for a list of N recipients, you should enter a value of N/25 for the 
"Number of recipients per message" value, no matter how high or low that 
number may be.
