Web Application Developer *Duration: 18 months* *Location Albany, NY* *Start Date: As Soon As Possible* Through this contract, OCFS seeks to continue to develop and maintain a modern comprehensive Statewide Standards of Payment (*SSOP*) for OCFS. The requested resource will facilitate this transition into SSOP as well as assist in the support and ongoing Business Process Improvements within OCFS Budget Rate Setting Unit *(RSU*) initiatives to increase effectiveness and efficiency within the bureau and interfaces to other agencies such as Office of Temporary Disability Assistance (OTDA) and Department of Health(*DOH).* Statewide Standards of Payment (SSOP) currently supports child welfare. OCFS is authorized by section 398-a of the Social Services Law to establish Maximum State Aid Rates (*MSARs*) for foster children cared for in all foster care settings, including congregate care settings. In addition, OCFS is authorized under Articles 81 and 89 of Education Law to establish maintenance rates for educationally disabled foster children and children placed by Committees on Special Education (CSE) into residential schools. The SSOP application is used by OCFS Budget Rate Setting Unit (*RSU*) to fulfill OCFS statutory responsibilities specified above. SSOP determines the financing of congregate and foster boarding home programs paid for by local districts and voluntary agencies. The application creates the Department of Budget (DOB) package used to claim reimbursement of State and Federal funds to local districts and voluntary agencies. There are currently over 500 voluntary agency programs, as well as local district programs, providing services to over 25,000 children that depend on such financing activities, including children placed in other states. Health and Safety Factors Programs serving foster and CSE-placed children use the MSARs and CSE maintenance rates to finance their programs. The reimbursement of Federal and State funds is dependent on the annual issuance of these reimbursement rates. Thus, without these rates, the viability of programs that serve these children would be in jeopardy, which has the potential to affect the health and safety of children being cared for in these programs by not providing appropriate financing to support adequate supervision and services. Impact of not continuing system/activities OCFS would be in violation of State law and Federal IV-E plan if the SSOP application did not continue to support core activities specified above, which includes the need to support ongoing maintenance/adjustments as well as critical requirements related to functionalities currently calculated manually. Viability of the programs that serve foster and CSE-placed children would be in jeopardy, will affect the health and safety of such children by not providing appropriate financing to support adequate supervision and services for children. Though current functionality of SSOP supports core activities related to submission of data from voluntary agencies, data audit, rate execution and distribution, the following is a list of critical requirements and enhancements in process to eliminate manual activities, including off-line databases currently used: · Budget-based rate functionality - includes Improved Outcomes for Children *(IOC)* and other budget submissions, start-up rates, and actual cost reconciliation. · Eliminate all manual calculations and off-line database work – for CSE maintenance rates; Supervised Independent Living Programs (*SILP)* and budget-based rates; for DOB rate calculations and MSAR rate package; for publishing rate charts to the OCFS website. · Out-of-state CSE maintenance rates and one-to-one aide rates – develop all rate-related components. · Dormitory Authority of the State of New York (DASNY) add-on rates – to support DASNY capital projects. · Program classification – to include program classification forms, submissions, and calculation metrics in *SSOP*. · Domestic Violence rates – develop *SSOP* components to support cost reporting, data audit, and rate issuance and reports. · Automated notifications – to notify SSOP users of pertinent issues. · Ad-hoc reporting – to create SSOP data element structure for ad-hoc management analysis and reporting by* OCFS.* · Annual Voluntary Agencies time study – develop functionality to support time study activities required by Federal government for IV-E reimbursement. · Bridges to Health *(B2H*) rates (1st module) – develop electronic pathway and technical approach to sending rate records to *DOH*. · Bridges to Health (B2H) rates (2nd module) – develop B2H rate database within SSOP to manage provider and rate records for transmission to DOH. **** Note:* The ability for OCFS Rate Setting Unit (RSU) to perform its statutory and regulatory activities with current numbers of State staff is dependent on continuation of activities to enhance the capacity of SSOP to support above requirements. * * Please feel free to call or mail for further details, thanks and Have a great day.
