sure, please feel free to revert KAFKA-16341 and KAFKA-16342. Sorry for that 
incomplete fix and it blocks the 3.6.2 :(

I will update KIP-734 to remind users that  behavior of  maxTimestamp offset 
could be changed in the future release.
