I cannot backport the fix to 18.04 in KDE-land because there aren't any more planned releases for the 18.04 version. I don't know where you can find the older binaries, or even if they would work (Linux apps are not self-contained and are mostly a collection of shared libraries). Please direct your complaints at the Kali people and ask them to backport the fix to 18.04. It's up to them at this point. They could also upgrade to 18.08.
