kipi support was dropped from Gwenview a year ago. The reasons for this are
mentioned in the commit

It was also discussed on Phabricator and a mailing list IIRC. For these reasons
it is most likely not a good idea to put any more work into kipi support.

For many *service* there are context menu plugins which can be installed from
the settings that allow direct upload. That's probably good enough for now.
