since I don't know Serbian, I looked in the latin version of the Serbian
holidays and found these:
"Dan državnosti" public on february 15
I can change that to:
"Dan državnosti" public on february 15 length 2 days
what to do about the "neradni dan" which might happen on a Monday?

National Day of the Republic of Serbia is Sretenje - Serbian Statehood
Day, memory of the day when the Assembly in Orasac in 1804 booted the
first Serbian uprising and the day in Kragujevac in 1835 and released
his oath first Constitution of the Principality Serbije.
Visitation - Serbian Statehood Day celebrated on 15th and 16th
February.
Article 3a
If one of the dates when they celebrate the national holiday of the
Republic of Serbia falls on Sunday, it's not the next working day.
