Here I am having the same behaviour. I use Arch Linux (both x86_64 and armv7h)
with KMail 4.14.2 and Akonadi 1.13.0, with my company's email server.

I can't confirm the behaviour in 4.13 since I am new to KMail.

As an additional test, I have set up my GMail account with the same KMail
installation, and GMail IMAP account is *NOT* suffering this problem. Sync
works instantly and I can use it without a problem.

I have not marked the "Download all messages for offline use" in GMail. Setting
or unsetting this option in my company's account does not make a difference
(except for the initial sync, which obviously takes a lot longer if the option
is checked).

If it may help, this is the list of commands available from my company's server
(the ones marked with an * are not present in GMail's server commands) (I have
preserved the order in which the commands appear in KMail's interface, in case
it is relevant, although I don't think so):
