  RM obsolete binaries from noble to allow linux to migrate

Bug description:
  currently linux is stuck from migrating because of

  * amd64: linux-modules-ipu6-oem-22.04, linux-modules-ivsc-oem-22.04, 
linux-modules-nvidia-440-oem-20.04, linux-modules-nvidia-450-oem-20.04
  - splitting the component into single items and retrying them

  ipu6 / ivsc are curretnly broken and will be re-introduced once fixed.

  nvidia-440 and nvidia-450 are obsolete and remove from the archive....
  and so is oem-20.04 kernel flavour which stopped being a thing in
  jammy.

  Please remove all of those packages from noble & noble-proposed to
  allow linux to migrate
