This is not a bug.

As documented in help [1] [2], COUNTIF/COUNTIFS functions use wildcards (if
enabled in calculation options, which is the default since version 5.3 [3]).

The wildcards are documented at [4]. The ~ character has special meaning there;
so you may either disable wildcards in the settings, or escape tilde characters
(and other special wildcards) using second tilde.
