Reproduced for Bar and Columns charts in recent trunk build:

... and since LO 3.4, when the Date type for axes was added.

As Regina pointed out, the smallest resolution for the Date type is "Days" when
editing the axis scale.

(Partial) workaround is still to use text, either by converting source data (as
in comment 0) or by using the type "Text" for the axis scale.
