While I can still reproduce this with Orca 46.1-1 from Debian testing, the
initial focus is announced just fine with a current development version of Orca
(git main as of commit 5a297f5702daaf266b31c403ba46233b1542a0d8).
Bisecting shows that it starts working at this Orca commit:
