The short answer is I have no idea. I am using LO 3.5.7.2.
Upgrading out of Ubuntu/Debian seems to cause other problems.
Has there been any attempt to differentiate between English US and
English UK styles? Do you even know what an English UK formal letter
should look like? (The Redmond concept would appear to be flawed.)

My formal education (Private school & Cambridge University) told me that
a formal letter should be laid out according to the pattern indicated in
the attached document. See also the notes below.

1. In a formal letter, the date format should be: "dd Month yyyy".
2. A formal letter should be written on A4 paper (formally Foolscap).
3. Paper sizes for personal letters are usually Quarto and Octavo
(254x203mm and 203x127mm) which are the sizes of the traditionally
available pads of writing paper; it is considered impolite to write to a
close friend or relation on A4 -- rather like texting in UPPER CASE from
a mobile phone.
