It seems to me that a natural counterpart to having a water ban would be to use water usage rates to control the amount of water people are using. Yes, I know about the tiers. But those rates are set for non-drought circumstances. Why not temporarily alter the rates in response to the drought? I fully support regulations, but regulations require people to enforce them, and so they have limitations (but are still important!). Usage rates go straight to the point.
