Misra, Sorry for any inconvenience with the water billing envelopes and bills. We subcontract billing to BillTrust. I guess their name is an oxymoron. It is supposed to be a turnkey process where they handle the printing and mailing of bills. Thank you for letting me know there are quality control issues on their end.
