The block erase timeout is probly caused by the write proteced bit on the first block, 
(block 0)

Using intels diagnostics manager  you can reset this bit by flashing the debugger at 
block 1

jflash <assabet.bin> p1

In one the debug menus this protected bit can be reset

If you cannot find the debugger I can email it to you, please let me know
