There's nothing KDE-specific about XKB keymaps. There are also no GUI tools to produce them. For information about the XKB layouts concepts and syntax (which is a pretty complicated subject), see Ivan Pascal's reference on the subject: http://pascal.tsu.ru/en/xkb/
