I use a Linux system as a router. Since my contract is up for renewal
soon, I started monitoring my connection. Since I am using PPTP to
tunnel to Netvision, I run a script every 10 minutes that runs 10 pings and
logs the results. 

I ping my PPTP gateway, which gives me the latency of the connection
from here to Netvision, outside the tunnel. I also ping one of their DNS
servers, which gives me the latency of the connection through the
tunnel.

Ping returns the minimum,average, highest times and some calculation of
how they are different. What interests me is the highest time. 

For the path outside the tunnel, there should be no interfering activity.
I run a modified version of wondershaper, so there should be no queing 
delays (or very little) due to the data wating to go in to the tunnel.

I have not yet collected enough data to be meaningful. 

If you have a cable modem you can check if your connection is down (HOT's
problem) or your ISP is down. If you restart DHCP on your interface
and it returns a 172..... address, HOT is working. If it returns 192... or
10.... (depending upon the modem), HOT is down.

A similar process could be used to test the latency of connections to
other places, such as through IIX to other ISPs, or to the a server
in the U.S. Such results may vary based upon external loads and have
nothing to do with your ISP. If you know the IP address of their U.S.
gateway, you could ping that. 

If you spend most of your time browsing the web, you can do the following
to speed things up:

1. Clear your disk cache on your browser.

2. Clear your cookie cache. (questionable utility).

3. Limit the size of your disk cache, but note that it does limit the
   size of files you can download with the browser with some browsers.

4. If you share your connection among several computers, install 
   and use Squid.

5. User fasterfox.
