hi Well jus guessing that u need to lower the http://mapserver.org/mapfile/layer.html#opacity TRANSPARENCY/OPACITY value for Raster image; So that the base map is not obscured by the raster overlay you were trying to apply. Is that the thing u wer asking for?! I jus can't see your image as the site is blocked...
