I've had very good success with npppd's L2TP VPN on OpenBSD snapshots. Due to it not being linked, it's not built by default. With OpenBSD 5.1, I found an odd keepalive failure that prevented my tunnel from staying active for more than 10 minutes. I do have odd issues with my old-as-dirt soekris crashing, but I blame memory exhaustion more than running beta versions of OpenBSD. A couple other oddities you'll encounter deal with routing (if you don't want to route *all* traffic to the VPN), and the lack of any real documentation outside of the code itself, and no alternative ways to authenticate other than RADIUS and a flat file. Do a quick search of the archives for NPPPD and check out a brief article on undeadly giving some overview.
