I am trying on cpan.yahoo.com and it's giving me following error The requested URL /authors/id/J/JZ/JZAWODNY/DBIx-DWIW-0.41.tar.gz was not found on this server.

Perhaps your CPAN mirror has an index that's out of sync with the actual data? I've seen that happen before (rsync isn't atomic in that way). And 0.41 is fairly new. I'd try another mirror.
