Well, yes. That is the TLC5916IN which is the DIP version. I use the SMT version.
That price is robbery; however, if you need it, then you need it. If you only need a couple and need SMT, then I wouldn’t mind sending to you (as a member of this group). The great thing about this chip is you only need a single resistor for the chip instead of one per segment.
