There is not much packages which use hooks anyway:

dhcp3-client: /etc/dhcp3/dhclient-exit-hooks.d/debug
dhcp3-client: /etc/dhcp3/dhclient-enter-hooks.d

and I'm not sure either of them changes the environment.
Maybe upstream will know a bit more?
