have you used MandrakeUpdate before??? I think there was an updated webmin released..
Start MandrakeUpdate (again from su console) and upgrade your packages... (mostly kernel and rpm packages and stuff.. ) (also if you have not used Mandrake Update before, it will prompt for a updates site and you can choose an update site from the list.) after you have updated some stuff, go and try urpmi webmin again...
