Not true.  Since patitioning occurs alot before installing the boot loader,
Linux has already NOT created the /Boot patition independant of the loader. 
It is at the end of the install you actually choose your loader, either LILO,
or GRUB.  Therefore I believe the Kernel its self is responsible for the 1024
limitation, or in MDK 7.1's case non-limitation.
