I join this request.
It would be great if one could from within the okular program open a new window
of the same file.
The new window should have a minimal loading time. This is best achieved if the
document page, which is opened in window 1, is loaded as the starting page of
window 2. Afterwards one can open a different page in window 2.

Currently it is possible to have the same document opened in two windows if one
does open it a second time from the file. But okular seems to open and load the
document completely anew for the second window. This makes the procedure slow.
Also, it would give a better workflow, if one could open the new window from
within the okular program.
